2v2 Hall of Fame

Firstly i will explain why i find this thread important: 2v2 format can be played exclusively on octgn and since we have this opportunity, why shouldn't we exploit it?Clan wars would be even more entertaining and 2v2 tourneys would be quite a thing.
After i wrote the 2v2 rulings(which was a personal initiative, although i discussed a little with some experienced players)http://dmoctgn.proboards.com/thread/57/op-duels-regulation a hall of fame for this format is a very important issue.In my regulation i said that the 2v2 hall of fame should be a simple one, the classic hall of fame+apocalypse day banned(which we all agree would ruin the 2v2 format).
But i did not discuss with many people this hall of fame(i was more focused on the play rules, not hall of fame).

Now then, i propose this special hall of fame should be debated more and i propose the following way: each clan selects maximum 2 members(most experienced ones) and all these players united to sign into a committee and there additional cards to be discussed(so the classic hall of fame+apocalypse day to be a certain thing and the committee to discuss other cards, or combination of cards).

Why is this in the rulings area?
