Balzark says all your creatures break twice as many shields. Does this apply to creature abilities that break shields without attacking? For example, Kejila and Dolzabard. Also, Dragon Gear - Sword Flash legend(Gear ability, but the "creature" breaks the shield).
My guess is that Balzark should double these non-traditional shield breaks too.

I agree, it should since it's technically a shield break.

Yes, it does work, and it is one of my special fave moves. I also have an especially great deck idea for it <3...It's extra cool how it goes around blocking and such. It also obviously includes any kind, like the "break when blocked" ones which are a lot or on battle or battle winning which we have some now but more later.
I know for a fact that it does because I checked this ruling loooooong ago when I played, but it just makes sense anyway since all of those effects say "THIS creature breaks shield".
I think it's a bit weird to call it non-attacking break though, since most of them do involve attacking. More like indirect breaking.
