In this format, Heavy Dragon God, Hanzou Menacing Phantom, Falconer Lightfang Ninja, Mad Romanov, Sir Virginia and Hydro Hurricane are unrestricted. However these might be too powerful in current meta due to their obviously strong effects. According to the wikia, the update on January 15, 2011 brings the following changes.

Since this took place when Awakening Saga was well underway, it's probably not valid for this format. Lucky Darts and Mad Romanov have something to do with hyperspatial spells according to the wiki. Nerafim suggests that there might be an error in the banlist posted on the wiki and theres probably an entry before this one that we missed. I need someone to confirm if this is true so we can use correct banlist from now.
Ok, so about this I was going to post but it's really not that big of a deal. It just missed a few things at the right time. I don't need to check with the other people because I was actually actively looking into Japanese DM and started playing on TCO at the time of the Samurai saga and most of my playing was during the Evo saga too, sooo I remember what happened. My memory of the list is pretty ok until the DMRs something. But the tournament for Dec already started like that and I was curious to see how I can break it as such ;p.
The difference is simply this: Falconer and Hanzou were already restricted during the Samurai block, BEFORE the Evo saga even started. Falconer was first because of Hydora, and Hanzou soon followed by the end of the block.
Hydro Hurricane was restricted during the Evo Saga, at the same time as Romanesk, Inferno Sign and Perfect Galaxy...and I think Spiral, Tempest. There were like three list changes during this block I think, with Chirico and Amaterasu being hit I think either before or after DM-35.
...and that's really it.
The other cards are the next listing yes, but it happened like AFTER DM-36, and I think either before or in the middle of DM-37. I know for a fact that for all of DM-36 you could still use Transmogrify and Cosmic Darts, and it was awesome, so if we add more sets we should just add it like that first.
Virginia and Heavy and Mad are super strong and were kinda listed on their own merits I think, but imo that doesn't matter for competitive play, since the goal of DM is to actually solve problems and there are answers to them. New sets and cards always matter towards listings though, so if we just do it later, it's no problem.
So...Falconer, Hanzou and Hydro to be restricted in addition to the current banlist?
Basically yeah, that's it. I just gave some context for it. Just a few things were missed on each listing, easy to understand, it's annoying to keep track of these things in the past. List changes and their timings are a pretty anal thing to remember.
So +3 more cards on the list, that's it.
Although I forgot to mention we should probably only care about it at the start of next tournament. I still want to have fun with it like this for a few more days. ;p
Lol didnt see your reply at the time. Uhh, references are a problem, especially if Blitz did his list with mistakes, since things like looking at the list retroactively is just a pedantic thing. Ultimately remembering lists exactly is something that people do, finding references ultimately involves people that remember it right. I will see what I can do when I get back in touch with the DM wiki and the people there, I got to do it for other stuffs also.
Theres also the hyperspatial combo list if you want it, or a "Hall of Fame" release page at www27.atwiki.jp/duel_masters/pages/8570.html. Google translate generally gives you most card names, so you should be able to read it.
