Every time i've seen them being played or have played them myself in the past 5 years, the original order on the card was followed e.g if I cast Hyperspatial Bolshack Hole, before I summon a psychic, I first choose to (if possible) destroy a creature with 3000 or less power. The effects were always resolved in the mentioned order.

i think there is no kind of confusion in green white hole because 2nd condition will only activate when you'll activate or use the 1st one ...... and as for the mother hole imo they can be activated in any order

So from my experience, the way Duel Masters does with simultaneous operations is that "they're your effects, so you choose which goes first." It's been common in TCG/Kaijudo to complete everything on the spell/card #1 first, and then declare 'since that happened, I'll do these effects.' For these cards, it's likely you will do bullet points in the order they are listed.

Okay so I've confirmed from a person TCO (a master of rulings). He said creature effects resolve in the player's selected order though spell effects are resolved in the order mentioned in the text.
