Aqua Meister allows you to choose a player and put his cross gear into graveyard and then that player searches his deck and puts a cross gear in the battlezone for no cost. Can this be applied to evo cross gears to be summoned directly without having a cross gear to evolve?

No.
But If you have gear to evolve it? I think then you can evolve it. Someone needs to confirm this though.

Cards that do not work on evolution creatures always specify that. E.g Miraculous Snare. Therefore, Meister's effect should work on evolutions. However, the requirement of a card to evolve into remains. If you have a base gear of the correct civilization in play, you can use Meister's effect to play an evo gear.

Yes! if you have the correct base then its effect can be used to evolve but not without it .
